She is an unnamed Navigator who aided X and Zero in their missions during the first Maverick rebellion led by Sigma.

There have been several dozen iterations of that sprite since I wanted to trim down her palette to the 16-color limit of the PSX games. However, that one last color from 17 to 16 was a true pain to remove and so I spent several hours until this result was achieved.
