Submitted to the Bayonetta reddit. The art is a concept art for a Bayonetta 2.5 fanfic. Basically, it follows Loki after he was reborn as a human. Named James Anderson by his human parents, he grew up in New York (or whichever city the prologue and epilogue are based in) and joined the New York Police Department after his father. Soon after joining, he inadvertently busted a crime ring within his department. The result was him being fired and the corrupt cops escaping punishment. Choosing to become a private detective, he uses his powers to track down criminals (the guy has some abilities from when he was a god). Basically, an information dealer like Rodin and Enzo, but with unofficial connections to his old law enforcement friends who aren't corrupt assholes.

Soon into his career, he notices increased activity from Paradiso and Inferno. And where the latter appear, so do horrific crimes, mysterious diseases and other supernatural events. Feeling duty bound to investigate due to possessing divine powers and being the former God of Chaos, Loki starts to investigate these mysterious occurrences.

The design is inspired by hardboiled detectives like Philip Marlowe and Sam Spade.
