The "ー" actually is used to stetch a vowel of the character before it. Just for katakana though. x)
So the "ku" is actually written as "kuu".

Well, sometimes names, but it all varies.
It can be on any foreign word that has a long vowel in it. c:
When I write up names in katakana. I use those "your name in japanese" websites to double check the spelling.
I usually add in those dashes where they aren't really needed. > u>;;
And for foreign objects in katakana, I just use regular online dictionaries.
