It's a mix of pixel and tool. I use opacity changes and layers while putting in each pixel to get that look.

It's Danika! I love her dress so much, I'd cosplay it if I had more skill. When I first saw her in the game I thought she was a necro. Anyway, Looks great, so much detail!
