In this chapter Gollum has crashed a hobbit tea party by stumbling on it by accident. He's just so happy to see Frodo and he only knows the most appropriate ways to express affection! Fortunately the hobbits are all compassionate people who are willing to just carefully put up with him for the remainder of their gathering, and Gollum can't read facial expressions very well!
