if your using sai, select the whole drawing, create a new layer underneath the drawing, go under the selection tab at the top, click "increment" as many times needed and then color it in the desired color.

I know how to do that, I've done it, but the outline always ends up looking squared rather than nice and rounded.

well you can select the colored layer, copy and past it and then edit it so its a larger image behind it, and then select the whole thing and color it all, that way its not gross and edgy.
