That's kind of hard because they both are strong . Jeff maybe human , but he can survive almost anything . He put up a fight against Slenderman and Slenderman could take down Laughing Jack easily , but on the other half Jeff is still human . Laughing Jack is not . He still has a chance of beating Jeff .

Whether we like Jeff or Jack more, Laughing Jack would win. He's basically a two hundred year old cosmic entity, an although Jeff holds a familiar place in our hearts, Jack has magic, and the victory.

I would have to say the odds are in Laughing Jack favor, if you list all of his abilities and you compare him to Jeff. 
Well Jeff would get torn to piece a good amount of times, before he could get a win. 
I like Jeff, but seriously if you think about it in that way, Jeff wouldn't have a chance.
