I use SAI as my paint program
get a tablet and get used to drawing with it, it doesn't have to be a expensive one, mine was pretty cheap
you can also draw with a mouse if you have enough patience (I used to do this before having a tablet)
other than that, try to get used to the program itself and try out stuff
that's all I can think of now
