The Santuary is there to educate people and allow the wolves to live out their lives peacefully. There is a lot of legal issues and tracing of lineage needed for breeding. You have to follow a SSP and different things like that.

The Saint Francis Sanctuary is in Montgomery, Texas. A SSP is a Species Survival Plan, it's used for breeding purposes and gets really complicated. Sorry, I should have explained that better.
