There's a part in the game that is a flashback where Daniel is talking with Herbert in a desirt, and somehow Daniel is holding
an umbrella and says he feels ridiculous with it~ soo the thing with the dress think came up by that comment he got there~

Because in one of the flash back next to the fountain in the back hall, someone (can remember his name) told Daniel that he needed a umbrella because the sun was very strong where their dig was. Daniel was very annoyed and said he did want to use it because it looked ridiculous. That comment made everyone imagine Daniel not only with an umbrella, but in a 18th century dress as well.
That's why Daniel in a dress keeps on popping up everywhere.
