This is Gerard Way, from My Chemical Romance.
I recall using an 8/9b pencil, and darkening the overall piece using a Windows editing software.

I looove smudging ^^ just today I finished a painting with soft pastell, I was all about smuding the puder around

Yeah! Smudging's great, really gives it an effect.
I like using a tissue to smudge too,
makes it neater and you're less likely to get fingerprints everywhere

Yes very true! It's better to use paper or a blending stump thingy
Fingerprints can be a pain in the butt, eg. on a portrait you want to give as present ^_^

And When I Scanned It I Brought The Contrast Riight Down,
So The Shading Looks More Enhanced ^^
