To critique this, I have to say that I feel that the face doesn't look very much like Kurenai. However, your technique is great on this- the water effect and the anatomy are both excellent, and those are both fiendishly tricky things. Good shading too!

The ONLY thing I would suggest doing to make this picture even more appealing is to have her biting her lower lip - the expression from her eyes conveys what seems like a lot of sadness/worry/angst, and, well, by biting her lower lip, the whole flow of it just...
It would be sublime.

2.) Blur>Radial Blur
3.) Distort>Ocean Ripple
4.) Blur>Gaussian Blur
5.) Layer Type>Overlay - 30% Opacity
6.) Free Transform>Hold CTRL and use the mouse to change the perspective on the 6-pt corners to match the water to your pose.
