Next up, we have master criminal, Carmen Sandiago. I'm actually pretty surprised that I haven't seen any tickling art of Carmen. I mean, she's loooong over due for punishment for her crimes. Granted, while she is a thief, she rarely (if ever) resorts to outright physical harm to get what she wants, so we could go a little easier on her than the Dark Queen. Part of the reason she's fully dressed. The other part of the reason is I think her outfit is part of her identity. Not really Carmen without the red trenchcoat and hat.
