I would go with Jack. When the Shows ended The talismans were no longer around. The Shen gong wu still were being found.

Ah this a trick, because usually they allow all the devices they use as standard.

which means although pure 1 on 1 valmont would win.

jack has as standard (not counting talismans or shengon wu) has his legion of the standard jack bots (which he usually has at least half a dozen around at any time) plus his helicopter back pack (air supremecy)

Valmont. I'm not just saying this because I'm underestimating Spicer, it's just that Valmont knows the martial arts and he has his sword/cane. Jackie only has his robots, which Valmont can take down in a few seconds.
