I disagree with the question mark dude, I actually like the zoom affect it almost comes off as if the ferris wheel is shooting flames out

I had a tripod set up framing the ferris wheel like you see above. I set up for a 5 second exposure. I shot 4 seconds and then zoomed out quickly for the last second. This was my second attempt at the shot (the first time I didn't count correctly), and the ferris wheel just happened to slowly move (which is why the lights look like they're swirling)
