Just because more often than not, I depict my females wearing little or no clothing, doesn't mean they don't value it. Nagas, and many of my other species don't wear any sort of lower underwear, since it would be really unfeasable or impossible to work with. They do wear skirts, and other coverings just for modesty, but even with the males nearly all of the equipment down there is internal, so there's not much to see.
