True, when Kasuga's body is overheated she can't use her kekkei genkai to its fullest, but with Monzaemon's water it helps give her an advantage. Plus Kasuga at this time has improved on her skills some more.

Monzaemon is able to make his own water to a certain fault, such as if there is water nearby or by sacrificing a large quantity of his own chakra. But of course he's not all that powerful, just very skilled in what he does.
