Pre-manufactured concrete blocks. The hole in middle is probably used to connect them all together at the construction site.
You can't see it from this photo, but every single one of them is spray-painted with the word "Wolfman" in Hebrew, probably the name of the manufacturer.
Here they are used as a make-shift wave breaker protecting the wooden construction that support a beach pub on top.
To me it seems like they ordered too much blocks and they found a resourceful, but incredibly ugly, solution.
