Dr. Violet wants to try bringing Cyberia Heart outside of the lab to interact with other ponies. In order to test if Cyberia's AI for exhibiting emotions is convincing enough for others, the robopsychologist gave her this bow to disguise her robotic appearance. It's a Turing test of sorts.
The center of the bow is a device that projects a holographic illusion around the user. In Cyberia's case, it makes her look like a living, breathing pony.
It has its drawbacks, of course. If anyone makes physical contact with her, they're likely to find out from her solid frame that she's actually a robot, since it's just an illusion with light.
