I think it's more of like a height thing? Like, it's sociabley acceptable to be in public with just a top on, but I think once you reach a certain height you need to wear pants? I'm not too sure...

It's amusing how pants can really change one's perspective of a character's fashion sense, and still make them look good. Excellent colour coordination for each of them, and in styles that compliment their upper wear. Louie's denim jeans go well with his green hoodie, while Huey's grey slacks give him that mature look with the red polo shirt, just as Dewey does with the khaki trousers for his blue clothes. With Donald wearing a black sailor top, the white trousers are the perfect addition to that sea-faring profession, while Uncle Scrooge has the dark brown trousers to complete his red jacket nicely.
