You'd have to ask Doc Wolf to know for sure-
I am guessing he means muscle with a layer of subcutaneous fat still present. What is also referred to as the "Off Season" look when talking about bodybuilders.

Love the soft muscle look. I find ti rather hard to pull off well quite frequently.
