Yep. It's the rooftop all right^^ I like the moonlight effect together with his white cape and outfit. It's from the intro scene of Magician of the Silver Skies when Conan was chasing after Kaito in disguised as a police man i think. Then there was some action on the rooftop. This was the part when Kaito almost got hit by one of Conan's tranquilizer when Kaito tried to save Conan when he fell of the rooftop.

LOL I've seen a little comic by a Japanese fan of Conan spotting Kid in the sky, so he shoots his tranquilizer, and successfully hits Kid, but then Conan gives a doomed expression since Kid and his hanglider are headed for the ground...
