I've been wondering since that the preview clip of this episode aired, is Tom's dad a Mewman, or is he just a really human/Mewman-looking demon?

The crew so far, has implied he's probably a mewman.
Someone asked way back before s3 if Tom was considered a monster and it was said he is viewed probably as a hybrid of mewman and monster within the mewman community.
So that would make Dave, another mewman.
And honestly i can see that probably being the case, Tom's parents were actually changed in development. They were originally both gonna be very different characters, both demons, and both awful parents to their son. But somewhere in production a crew member had a better idea for them, and as you can see Daron liked it enough to change them entirely from where they were originally going to go.
It's probably most likely Dave's mewman anyway, if he's a demon there's no point in making him look human at all since no other demons look like this on the show. not to mention if he had demon powers, they should have triggered when he was fighting with river considering Tom's magic when he's angry.
I like to think personally, one of the reasons they were changed were to parallel Eclipsa a little bit, to show a couple similar to her and her monster, but were able to get the life she wanted. I actually kinda hope they make that comparison on the show, and even draw it between tom and meteora.
