The vast majority of goblins are. Some are more redeemable, especially those that get separated from goblin culture at an early age. Nadia was a feral goblin that was taken in/rescued by crusaders for Sarenrae, the goddess of the sun and redemption, who, over the course of years, brought the young goblin into the light. All the same, she still has some very goblin tendencies, such as liking to fight, a love of fire (to the point she didn't get mad when the party's sorceress accidentally caught Nadia in a fireball; it was a religious experience to her), and a fear of horses and dogs.
