The Jian-21-1-1 is a vertical and/or short take-off and landing (V/STOL) multirole fighter aircraft developed by Yongsheng Heavy Machinery Industries. First flew in early 1991 and commissioned in late 1993, it is a modernized derivative of the Jian-21-1-0 that was designed as a lightweight supersonic V/STOL combat aircraft with robust multi-role capability.

Using a three-engine layout with twin tail-booms, the Jian-21-1-1 features small swept wings that can be folded in order to allow the aircraft to occupy less space in a confined area. The Type 29-7 afterburning lift/cruise turbofan engine is served by four side-mounted ducts, as well as a row of large louvers along the upper surface to allow air to enter the engine during full power hovering. The rear nozzle could rotate from 0° to 95° for vertical take-off, landing and hovering. Meanwhile, two Type 29-8 vertical-lift turbofan engines are installed behind the cockpit at an angle of 85° and were designed to receive air through eight spring-operated dorsal flaps, with the exhaust exiting through a belly opening covered by two ventral doors. All three engines are controlled through an interlinked digital system, which is capable of controlling both engine start-up as well as modulating the thrust of all three engines during landing and hovering flight. Twin tandem reaction control jets are positioned at the wingtips, while a swiveling yaw jet is positioned under the nose. An aerial refuelling probe placed near the left-side of the canopy enables further range extension.

The Jian-21-1-1 is equipped with the Blue Sword (Putonghua: 蓝剑), a powerful, integrated, multi-mode dual frequency band, passive electronically scanned array radar. With a search range of 380 km, the radar can track 15 air targets and engage 4 simultaneously. The aircraft features an infrared search and track (IRST) system in the nose just forward of the cockpit, as well as an electronic warfare support measures package. Inside the cockpit, the pilot steers with a side-stick and pressure-sensing throttles. The two-grip flying control configuration was designed to prevent the pilot from losing contact with the controls when the aircraft is engaged in fast vectored-thrust maneuvers. Both the fixed throttle and the side-stick controller provide secure points for pilots to brace their hands.
