Scootaloo from My Little Pony.
I went for a mod 60's look a la Trixie from Speedracer. I used Simplicity #2927 for the dress. The wig is a Scruffy from Cosplay.com in PK06 Hot Pink. Contacts are from Pinky Paradise. (Dolly Eye, I think!) I'll be posting a tutorial for the $10 wings soon.

It's stiff craft felt. You can buy it in 8x11" sheets right next to all the craft foam at Michaels. Not the floppy felt.
