Can I ask a dumb question?
I just downloaded a Balrog Mugen character recently that I assume uses voice-clips from Street Fighter 4 and I wonder: Is his voice in that game really as bad as the MUGEN character I have suggests? The way he says "I AM CHAYAMP!" can barely be recognized as English and his laugh sounds like he's either crying or he's retarded.

Just like every other SF character, his voice has been different in almost every game, and the SF4 series are the only games he's been in where he has a native English-speaking voice actor (though of course SF4 is originally in Japanese as well).
I have no idea however which MUGEN character you're referring to, which voices he uses, or what you consider "bad", so there's really no way I could answer your question.

I always thought his character was based off of Mike Tyson

he based off of Mike Tyson
but capcom was afraid mike tyson would sue for using a character of his likeness without permission so they switched the names around with Vega and Balrog in the American version

It's nothing too complicated. Basically I just dug up a bunch of stock photos of ink splatter that I cut into tiny pieces and reshape to fit the lines and shapes of the drawing. The final version of this picture in particular had about 60-70 or so layers, and probably around 50 of those are just the ink splotches.
