Here's a story to go along with the image:
Motivated by revenge, cunning Dalphyra becomes an infamous con artist and rises from the squalor of a rundown orphanage to the first cycles of victorian society. Along the way she rescues Jasmine from the clutches of a slaver and takes her under her wing as an apprentice in her schemes. As years pass their feats become ever more daring but dangers multiply. Envious masters of the underworld, humiliated aristocrats and a genius police inspector all threaten to blow their cover and lead them to the gallows. But Dalphyra is close to uncovering her mother's murderer and the one mistake she makes may be her last this time...
Hmm, interesting-though a bit clichΓ©-if i say so myself.
i think i'll follow this story for some more images. dark, gothic houses and sooty streets are very appealing! (yes, i have recently seen Sweeney Todd if you want to know
but i love that kind of setting everywhere i see it, anyway.

You've certainly achieved the desired atmosphere! I like how most of the foreground is fancy and high-class styled while the background window hints at more desperate lives. The placement of characters also adds to that impression. The color of the dresses you've assigned to the characters is very smart too; white suggests something innocent (along with the girl's expression) while red suggests corruption and a haughty character.
I also love how you've painted the cat :3

...but i think the "watermelon" dress was a bit of a fail
dusk glow was produced by applying warming photofilter (as opposed to the *very* heavy color balance tool) and also by toying with the levels.
She smirks because she's outwitted everybody with her intricate plans. i think she needs an equally skilled opponent.

there are no murders in this story though, the girls are thieves actually. diamonds are a girl's best friend and stuff like that.
