She is literally an oxygen thief (ha ha very funny), a criminal who deprives other people of their oxygen. But she is a tragic backstory

Oxy-Genn's real name is Gennelle Sonam, a 32 year old Bhutanese-American woman who was born in Go City with poor lung capacity, meaning that she had a lot of trouble breathing and often needed an oxygen tank for assistance. As Gennelle grew, her conditioned, and coming from a low paid family from an underprivileged background, she couldn't afford to keep upgrading her tank to help her

Gennelle knew that she would die if she didn't do something, so she was forced to turn to crime, stealing oxygen tanks and using a vacuum-like device to deprive other people of their oxygen, just to help her breathe. She has two oxygen tanks on her back and dresses like a diver, with her black lycra catsuit, grey vest, and full-face oxygen mask
