This is set right before or after Sarah challenges Erika for the Rainbow Badge (I can't remember exactly when it takes place) which accounts for why Squirt is still a Wartortle and Thunder isn't present. Wait, if Thunder's not there, even as an eevee, then this has to be pre-Celadon.
