Photoshop CS4. I just abuse the halftone pattern filters for the tones, hehehe...

Well just select the layer that has the colors you want to turn into tones, then hit Filter and look for Sketch. You'll see Halftone Pattern there, click that and just mess with the settings until you find what you like. It's actually very easy.
Also keep in mind the color of the halftone effect will vary depending on the colors you have set on your tools.
