I wish they would bring him back. But i heard they don't own him anymore and have no info on whether its true or not ._. I hope Capcom ain't stupid enough to lose the rights to such an awesome character again - like they did X n Zero (megaman)

They never owned him. All the characters that were new in the EX series were developed by Arika (Arika were chiefly involved in the making of the EX games) and so Arika has always held the rights to those characters.
So unless Arika starts to suffer financially and is taken over by Capcom then we probably will never see Skullo or any other EX character in a SF game again.

Ahh understood - and thats a shame. I dislike when a sick character I like comes out and just vanishes...
Hope they work with capcom again but at the same time that company...its like making a deal with the devil ...
