Once there was a little girl called Clarissa, she was ten-years-old and she lived in a mental
hospital, because she killed her mom and her dad. She got so bad she went to kill all the
staff in the hospital so the More-government decided that best idea was to get rid of her so
they set up a special room to kill her, as humane as possible but it went wrong the
machine they were using went wrong. And she sat there in agony for hours until she died.
Now every week on the day of her death she returns to the person that reads this letter, on
a Monday night at 12:00 a.m. She creeps into your room and kills you slowly, by cutting you
and watching you bleed to death. Now send this to ten other pictures on this one site, and
she will haunt someone else who doesn't. This isn't fake. apparently, if you copy and paste
this to ten comments in the next ten minutes you will have the best day of your life tomorrow.You
will either get kissed or asked out, if you break this chain u will see a little dead girl in your room

Yup. Mostly overlays and vignettes, and Selective Color tweaking.

Haha, I'm flattered. Really though, I'm not good enough to really impart knowledge yet. I can give you a couple of tips though.
What you want to do is do some searches for "photo editing, Photoshop", "photo manip, Photoshop", "post-processing, Photoshop", and so on. Try editing real pictures. Pretty much everything used in editing normal pictures can be applied to game screenies as well.
Learn to use the Selective Color, Curves, Hue/Saturation, Gradient Map, and layer styles (Screen, Overlay, Soft Light, etc). Google all of these! There are tons of very easy-to-learn tutorials out there.
Good luck! There's always more to find out about Photoshop, and Google is always always your friend. If you're stuck about what to learn next just search "Photoshop tutorials". XD

I google'd all of these, yet none of them met my satisfaction. What I'm trying to get is a post processing style, but like.. making it moody+have the 3D effect you made. Do you mind telling me the steps you used?

For post-processing, you can use the simple Curves method:

Or several post-processing Photoshop 'Actions'. dA has lots of 'em.
To bring out color, you can duplicate the image and set the Layer Mode to Overlay, or Soft Light, or Hard Light. Play with opacity and layer mode to get the colors you want.
I also used a Selective Color layer to tweak the hues of the image.
For the blur, I used a Lens Blur filter, added a layer mask, then painted black on the parts I didn't want blurred (the island).
For a vignette (edges of the photo are slightly darker) I used the Elliptical Marquee Tool, with an anti-alias of 30px, dragged an ellipse from one corner of the photo (e.g. bottom left) to the opposite corner (top right), inversed the selection and filled with black. Then play with opacity so it doesn't look so obvious.
Gradient Map layers set on Multiply can help adjust brightness. Once again, opacity.

Coolio, but did you know you can make a lens blur filter by using a selection tool, masking it and then adding gaussian blur to the mask.. Then using the selection when using lens filter?

The addition of rain has given me a new task. I must find a mod that allows me to manipulate where the rain falls and for how long, and recreate Left 4 Dead 2's Hard Rain.
