I did it in Illustrator.
First I type the words and picked a font I liked.
Then I converted the text to paths.
Then I edited the points on the paths, one at a time, until I had the look I was going for.

The whole process took just over an hour.
Illustrator has "warp" options, but if you use the warp it's actually harder to edit the points.
