I just happened to be visiting here today and saw your question. I'm the person who commissioned the piece.
The creature is a targ, which in Tunse'al (our role-playing game setting) is basically a miniature T-Rex. We don't have horses in the world, but we wanted a mount. Targs can be tamed and might even fight for those they choose to let ride them, but most are wild. They are fast, deadly, and found throughout the expansive world.
This is one of my favorite illustrations out of the dozens we had commissioned by various artists.
