This is Diz. One of His characters in City of Heroes Game.

A little background about Diz:

The beginning of his story is that he and his Twin Brother,Earth, were born when his Royal family was under siege from an unknown foe on their planet.The reason for this was that these two would become the most powerful on the planet and will have near god-like powers (Fulcrum shift ftw). The ritual that sealed the powers into the Brothers was interrupted for a short time by the unseen foe. Luckily the Family was prepared for this and they had enough defenses to stop the villain from ruining the ritual but they had many casualties. There would not be enough power to help them again until the Brothers true powers were awakened and controlled. With this in mind, Their Father and Mother sent the two Paragon City (about a week after Born) to hide them from this foe. While the to grow up not knowing their true family they go to seek them out and try to find out why they were abandoned and why they had their weird powers over gravity and earth. In the meantime Diz and Earth married and started families of their own while creating the Diz Fighters to help them in their search to find their destiny.

Done this in 4-5 hours. Bondpaper, gelpens, unipens, pentel pen and markers
