This is Fan Fania and Abraxxus. Both are their characters on City of Heroes.

I love the contrast of the cloth cape draped over his metal body and the detail on her glove. Gotta ask though - why is background redish and textured on the top and left, but flat white in the lower right?

Ah! I get it 
If we could see an edge flapping or some sort of folds and creases it would be easiery to tell that it is fabric, but now that you mention it I can see it must extend from the cloth around his neck.
