She is from an obscure 80`s cartoon called Maxie`s World.

Carly is one of her friends. I like this certain outfit she wore in some episodes.

Maxie had her own television show and Carly ran the camera/switchboards. That is why she is tied up in a television studio.

Finally, he inks it and colors it. He will also mail you your commission to you, if you want it.
