*First off, try using a base for each character you're drawing. How this is done is first off, you make a new layer and draw an oval shape on said layer for the head, then draw lines for the arm, body, and leg placements.

Okay, I can help you, but only slightly...
First off, try using a base for each character you're drawing. How this is done is first off, you make a new layerand draw an oval shape on said layer.
Next, turn that layer's opacity down to 20%, make a new layer, and draw the character's hair, eyes, mouth, and body w/o clothes/genitals on the new layer. Basically, what you're drawing is what I like to call "The Doll Frame". Make sure not to go into too much detail with the facial features.
After that, turn THAT layer's opacity down to 20%, delete the first layer you made (or click the eye to make it turn invisible, whichever you want), make a new layer, and draw in the person's clothes, outline the visible parts of the doll frame, and add more detail to the face, all on the newest layer.
Once that's done, turn all layers but the newest one invisible, or delete them, turn the new layer's opacity down to 20%, make a new layer, and use the line tool to outline the entire thing on the new layer, and add one or two details wherever you see fit.
Now, to color the pic, do NOT delete the last layer you made before the outline.
Instead, use the eraser tool to erase the contents on the previous layer. Then color in where the outline should be colored.
As for shading, eye details, etc. You on your own.
