Fun fact: In Finland there is a river called Inari. So I'm gonna guess that this story takes place in Finland XDDDD

In this case it's the name of a Shinto deity: a kami of agriculture and crafting with a connection to foxes. If you visit any shrine in Japan dedicated to Inari you're sure to find statues of them all over the place.
(It's also what Landorus is based on. That's why you can catch Vulpix around the Abundant Shrine in Black/White.)
