Description
Colour concept for another hero from the Little Victory universe.A GSI from Platinum Sector (Mainland Europe).
Canβt lie. Heβs heavily inspired by the rather terrifying Mr Techno Viking. Anyone that can get people to run for the hills just by pointing and staring is a suitable base for a super-character.
(Could have been a villain, but T.Viking did dart to the aid of a little blue-haired chick in that vid.)

Commonwealth Nations have their own cooperative agreement in place and each has its own ODA within their respective government, but each is run independently. One does not exert control over another.
(Example: The British ODA in no way influences or commands the Indian ODA).
