Golurk can fly by putting its legs inside its body and releasing it energy.
It's said, if you take off the "bandage" on his chest, energy will be released in large amounts and the pokemon will fly around uncontrollably

"Goruugu, along with its pre-evolution, appears to based on golems. Though, given its body structure and ability to learn Fly, it may have also been based on any number of animated giant robots."
