Description
These are my Cloud Pokemon. Cluffy evolves into 3 possible Pokemon, depending on the weather and by using the Air Stone, a new stone typically used to evolve flying type Pokemon.Lightweight - Doubles speed when its windy. Wind is a weather condition I came up with. It acts like a sandstorm but does not damage pokemon in battle. In wind, flying type moves would always hit first.
Thunderous - When this Pokemon enters battle, a thunderstorm rages. Thunderstorms would act similarly to rain, only powering up electric types instead of water. Also, there would be a small chance one of the pokemon in battle may be struck by lightning, loosing a decent amount of hp.

Basic Stage: Cluffy - The Cloud Pokemon
Type: Flying
Ability: Lightweight
Name Meaning: Cloud-Fluffy
Evolves: Calvolt - Air Stone in a Thunderstorm area
Evolves: Nimburst - Air Stone in a Rainy area
Evolves: Dustorn - Air Stone in a Sandstorm area
It's body is made of a thick gas, allowing it to float to extreme altitudes. Scientists in Hoenn studied this Pokemon in order to aid the creation of CASTFORM.

Type: Flying/Electric
Ability: Thunderous
Name Meaning: Calvus-Volt
Appearing during thunderstorms, It claps its hands to release a bolt of lightning down to the ground.

First Stage: Nimburst - The Rain Cloud Pokemon
Type: Flying/Water
Ability: Drizzle
Name Meaning: Nimbus-Burst
It's head gradually gathers moisture from the atomsphere, which it releases through crying. The loss of excess weight allows it to float higher.

First Stage: Dustorn - The Dust Cloud Pokemon
Type: Flying/Ground
Ability: Sand Stream
Name Meaning: Dust-Tornado
DUSTORN spin rapidly to release thick clouds of dust as an escape from predators. When angered, one can spin for hours.

Damn you beat me to it....I had ideas similar to this.....good thing I checked DA first, I was gonna create cloud fakemon for my FA account. 
The Galestorm ability: Starts wind condition. Flying type moves strike first.
Featherweight ability: Pokemon speed doubles in wind, and it also makes Pokemon weight half its actual value in battle, so takes less damage from Low Kick, Grass Knot, etc.
Thunderstorm ability: Doubles power of Electric moves and like rain, makes Thunder certain to hit. Also increases chance to paralyze target slightly. Pokemon that aren't electric type have a 30% chance each turn to be hit by lightning, losing between 1/6 to 1/2 their health. Damage is set no matter what type and even affects ground types and has 30% chance to paralyze foe.
I dunno if I should do these now,.some of the ideas sound too similar to yours, I don't wanna rip off your Pokemon.....

Here's my suggested movepool for each of these guys:
Cluffy: Weather Ball, Mist, Haze, Hail, Rain Dance, Sunny Day, and Sandstorm
Calvolt: Thunderbolt, Thunder, Shock Wave, and Thunder Wave
Nimburst: Hydro Pump, Water Pulse, Scald, and Water Gun
Dustorn: Sand Tomb, Earthquake, Sand-Attack, and Earth Power

i'v seen an flying/rock type before, twice, but a flying/ground is a contradiction on a whole new level.

I love how it is a mini "circle of life" since water beats ground, ground beats electric, and electric beats water. I always disliked when they made double evolutions and one one had an advantage over the other. With this it creates balance. Keep it up!
