It's his mug shot for Azkaban, right? Hence the blank expression. But even for his mug shot, Lucius is careful to have his hair neatly combed.

Well, it wasn't necessarily supposed to be his mug shot, but I guess it could work, though he may look a littleless smug when on the verge of being sent to Azkaban. But anyway, thank you very much !
