Not bad. Casting cost is a bit high, considering this has an activation cost. Maybe get rid of the colorless part of the casting cost?

I'd say it's currently fine as is. If anything, it's a little weak - an initial investment of four mana, plus an extra two a turn to accomplish a relatively minor effect isn't very strong at all. Look at, for example, Urborg, Tomb of Yawgmoth.

Part of me wants this card because I have a deck it would work well in but at the same time there's a part of me that thinks this might be a bit too broad of an effect.
Maybe limit it to 'All of a target player's lands' instead of the broad 'all lands'.

Maybe it costs too little initially for such a far reaching effect. I might update it in my set editor.
Either that, or have it alternate during each new upkeep of the person who cast it. Something like:
Celestial Rising comes into play with a sun counter on it. During your next upkeep remove the sun counter and add a moon counter. Continue to switch these counters during your following upkeep phases.
If there is a sun counter on Celestial Rising then all lands are plains in addition to other land types, and if there's a moon counter on Celestial Rising then all lands are swamps in addition to other land types.
It's super wordy though so I might take your suggestion of just altering a single player's lands.

I would probably go with "all of target player's lands" because it is more specific - and doesn't let you to fire stupid-big "amount of swamps in play"-cards. At least, not *quite* as big anyway xP
Card that is begging to get a deck built around it, certainly.
