I feel like she would never do that and that would be something that Holly Blue would request again and again but never get granted. Like this:

HBA: Commander Jasper, please command those.... Rubies to listen to me! They're always so insubordinate!

Jasper: Holly Blue, you keep coming to me with this everyday. They're fine. They follow my orders perfectly.

HBA: But-!

Jasper: They're. Fine. *Walks away*

HBA: But never my orders.

Wouldn't Holly bring up that the diamonds made her second in command for a reason? And if not, she could show then she has some skill with her electric whip and make them obey her.

I feel like you're digging too deep. All I did was make a small joke based off of the Rubies' loyalty to Jasper. It's not really something to make too big. If you make a small joke into more than it reaply is, it's  really funny (Not that mine was in the first place, but still).

1. That's why she's second in command, she more for giving orders but she does have a bit of skill with her electric whip.
2. The Topazes were forgiven for their traitorous actions and said actions were nevertheless mentioned due to Aquamarine.
3. Navy is relevan because she was able to trick Steven, get their ship back, and rescue the other Rubies.
4. It's only her wand that is overpowered, without it she is easily killable. We don't even know if she can summon a weapon from her gem.

1. Her skill is bossing people around. That ended quickly once the army of fighters turned on her. 
2. Topaz was also forgotten. 
3. The rubies got tricked into a baseball game. None of them are smart. 
4. Bitch stopped a fucking 4 gem fusion with that thing. Nothing short of a diamond is beating her.

1. True but she still has some experience in leadership. That still has value.
2. Two other Topaz were shown in "Change your Mind", so they weren't forgotten.
3. They are smart to an extent but that's why Jasper and Holly Blue are the intelligent ones.
4. Again, it was only the wand, a homeworld tool. It wasn't her OWN power.
