it is rooted but I don't know how to change the way it looks

Thanks! I started by just switching the laucher first. I use Launcher Pro most of the time, but I also use ADW EX as well. Both of them give you a lot of ability to customize things like the icons and dock. When a stable version of CyangonMod 7 is released for the Vibrant, it will include T-mobile's theme switching app which allows you to change the entire look of the ui (including the notification bar) by just picking a theme within the app!

You can't really go wrong with either one. ADW Ex is a little bit easier to work with when it comes to switching the icons on the fly, and it also has custom themes you can download directly from the market. Laucher Pro doesn't have market themes, but it comes with a nice set of widgets if you get the paid version. Also, a guy over on XDA has developed some really nice themes for Launcher Pro:[link] Both of them are very smooth, with little to no lag. They both have some really cool homescreen transition effects as well:[link]

anyway I'm good at photoshop and web designing so I need something good for making my own screen
btw do you know anything about widgetlocker? what is it?

Yeah, it's just an app you can install that will allow you to both theme and place widgets on your lockscreen. You can get it in the market for $1.99 i think. I personally don't have it, because many of the roms that I install have modified lockscreens already. But, if you think you might just stay rooted without flashing a different rom, then I guess I could see the use in it.
