The funny thing is that SEGA was going to make tails a girl at first, but due to the whole thing with tails falling onto spikes and dying they decided to make him a boy in order to avoid people calling them sexist. I just wish they made tails smarter instead, but what you get is what you get. Maybe in an alternate world tails is a girl, but not in this one.
