Personality: A hard-working average joe of little import beyond a passing glance resemblance to 77 Vilgax the Conqueror, Bill is of an easy-going sort, though a bit aloof. He can often be seen out on the job, fixing clogs in toilets and pulling nasty gunk out of drains day in and day out, but honestly? He wouldn't change it for the world. In fact, he's so devoted to his job that, at times, he can become so preoccupied with fixing leaks and such that he tends to ignore or overlook strange events going on around him until they become undeniable, including the existence of alien life. How he's gone this long is honestly kind of remarkable in of itself.

--It was used only once in order for Bill to fool 77 Psyphon by taking on 77 Vilgax's likeness as a distraction, but he soon destroyed it while fleeing in terror.

--It's unknown how Bill lost his arm, but the arm is waterproof and does feature several attachments used to assist while on the job, including several metallic tendrils located in the fingertips.

Weaknesses:
-Being only Human, and quite the elderly one at that, Bill is unsuited for any form of combat.
-Bill is vulnerable to conventional weaponry.
-Bill is quite cowardly, despite his laid back attitude, and will quickly flee once he knows he's gotten in too far over his head.

-Bill has a slight hint of a Scottish accent, though he honestly couldn't tell you where, when or how it got into his family. He's just been talking like that for as long as he can remember.
-Bill and AJ have a long history together, with Bill acting as AJ's equivalent version of Mr. Baumann.
-Bill is part of a band called Jagwyre, where his Key-tar playing really comes into effect.
