Umm, I honestly can't remember where the tutorial was, but it wasn't the same as this...the only similarity is that I based the shape of the tree on the pen tool shapes they used, as i'd never used the pen tool before, the rest is mine...
So, basically, a tutorial for this version would be..(In Photoshop)
Make some shapes with the pen tool that form a bit of a tree
Add a glow to these shapes
Use the shape tool to form a star at the top of the tree, and add a yellowy glow to this...
Once you have done that, either create your own christmas lights within the tree, or source an image of lights that you can manipulate to work into the image..
Once your done, add anything under the tree like presents if you want ( I tried this but it ruined it, haha)...or simply add a reflection by duplicating the layer, and adding a mask with a black gradient to cover parts of it...
There are a few tutorials around for reflections using masks

wel li've been working on trying ot re-create that tree a bit.lol
and so far i think i might have it,im just trying to decide on some colors that go nicely together.
im thinking a black BG with a white tree and some blue glow with green+blue "lights"
merry christmas to you too.
and if u ever need a wallpaper i'd be happy to make one im not to busy with any major photoshop stuff now so i have some free time
